Change default Heading tag to H2 or H3

For SEO, it's best if there is only one H1 tag on the page. So it would make sense if the default Heading tag is not H1, as the H2 tags will be used more frequently. The idea is to give the ability to change the default to H2 or H3 to improve thet workflow.
