Save and Collapse Field should be fixed on the bottom

I remember the field, where you have the color sheme options and "Apply Code" and "Collapse Editor" havent been only accessible if i scroll to the bottom. If i have a lot of css or js i need to sroll so much. Can it be fixed on the bottom? So i can always access this buttons, no matter how much code was written.
